What TikTok Business Center is
TikTok Business Center is TikTok's central hub for running a business presence on the platform. TikTok describes it as "a central space to help manage your business and ads on TikTok," and it is where ad accounts, TikTok accounts, pixels, catalogs, audiences, shops, people (members), and external partners are organized under one roof.
TikTok's own setup guidance recommends registering a Business Center, setting up two or more admins, inviting teams and partners, and then creating and sharing campaign assets from inside it. TikTok also runs a dedicated agency onboarding track, pitching Business Center to agencies as "the all-in-one hub designed to help you manage your clients' payments, track performance, and collaborate."
For an advertiser, there are two common structures:
- Your Business Center, agency as partner. You hold the ad account; the agency receives partner access.
- The agency's Business Center, you as member or partner. The ad account was created inside the agency's Business Center and you work in (or are granted access to) their structure.
This guide is written mainly for the second structure, but the mechanics — roles, asset sharing, and removal — are identical in both. Everything below flows from one principle: whoever administers the Business Center that holds the ad account sets the permissions for everyone else.
Ad account ownership inside a Business Center
TikTok's public documentation does not define legal ownership of an ad account. What it defines is administrative control: which Business Center the account sits in, and who holds Admin rights there. According to TikTok's roles and permissions table, only Admins — not Standard members — can perform the actions that determine an ad account's fate:
- Create ad accounts in the Business Center
- Request access to existing ad accounts
- Transfer ad accounts on the Business Center interface
- Assign members to ad accounts and manage their assets
TikTok's help center also documents portability and exit functions, including transferring ad accounts in Business Center, linking a standalone ad account to a Business Center, removing an ad account shared by a partner, and removing Business Center access to an ad account in Ads Manager. The existence of these functions matters commercially: an ad account created inside an agency's Business Center can potentially be moved or unshared — but the Admins of that Business Center control whether and when it happens.
TikTok additionally formalizes the client–agency relationship through media agency partnerships. When a Direct Business Center adds an Agency Business Center (or vice versa), TikTok asks whether to form a media agency partnership at the Business Center level; if the invited side approves, a "Media agency partnership" label appears next to the partner's name. Separately, when a client assigns Admin or Operator access on an ad account to an agency partner, TikTok requires the client to confirm whether that agency is the primary media agency for the account.
The same manage-versus-own distinction exists on other platforms: Meta's developer documentation defines an agency as "a type of business entity that can manage or access assets owned by another business." Because TikTok's permission tables describe administration rather than title, settle ownership language in your agency contract — the roles table will not settle it for you.
Member roles and partner access
Business Center access comes in two layers: members (individual users inside one Business Center, invited by email) and partners (external Business Centers). This section covers members; partners are covered next.
Basic roles. TikTok splits member permissions into Basic and Advanced roles. The Basic roles are Admin and Standard: "Admins have full access to all system functions, and Standard members work on the accounts and assets they're given." Only Admins can add or remove members, invite or remove partners, create ad accounts, share assets with partners, manage Business Center verification, and turn two-step verification on or off.
Advanced (finance) roles. Finance Analyst and Finance Manager sit on top of Admin access — TikTok notes that "You'll need to assign an Advanced role to your Business Center Admins to view or manage finances." The split:
- Finance Analyst can view and download financial data (transactions, invoices, rebates) but cannot change anything.
- Finance Manager can view and manage Business Center and ad account balances, create and edit billing groups, pay invoices, confirm rebates, and apply for a credit line (self-serve accounts only).
Scale limits. Each Business Center supports up to 4,000 members: 20 Admin roles and 3,980 Standard roles.
Asset-level nuance. Roles interact with per-asset permissions. For TikTok accounts, an Admin assigning access can choose "Only show as ads" (the member cannot publish posts that appear on the account's profile and cannot toggle that setting off when creating Spark Ads) or "Show on TikTok profile and as ads." So even a Standard member's effective power depends on what an Admin has assigned.
Why this matters in an agency structure. If your ad account lives in the agency's Business Center, the agency decides whether your staff are Admins or Standard members there, and whether anyone on your side holds a finance role. A client-side Admin seat plus Finance Analyst visibility is the minimum worth requesting if you want independent oversight of spend and billing.
Asset sharing between Business Centers
Sharing between two Business Centers runs through the Partners feature. TikTok's own FAQ frames it as business-level authorization: "The partner feature allows authorization at a business level and saves you the hassle of having to assign permissions individually."
Adding a partner. An Admin can add a partner two ways:
- By Business Center account ID — links the two Business Centers; if one side is a Direct Business Center and the other an Agency Business Center, TikTok asks whether to form a media agency partnership at the Business Center level. If both sides approve, a "Media agency partnership" label appears next to the partner's name.
- By ad account ID — you request a specific access level for that ad account, then select additional accounts and assets to share.
During setup you select the accounts and assets to share, set access permissions, and confirm. After accepting the invitation, the partner sees all shared assets and accounts inside their own Business Center.
Assigning and adjusting what is shared. Only Business Center Admins can assign account- or asset-level permissions to a partner. Sharing is managed from the Partners page: select the partner, open the "You've shared" tab, choose the account or asset type, and click "Share assets." TikTok's permissions documentation lists ad accounts, shops, pixels, catalogs, and more as shareable resource types, and the roles table shows partner sharing for pixels, catalogs, leads, and shops is an Admin-only capability.
Agency-specific checkpoint. If you are the client and you assign Admin or Operator access on an ad account to an agency partner, TikTok requires you to confirm whether that agency is the primary media agency for the ad account (Yes or No); where a Business Center-level media agency partnership already exists, this defaults to Yes.
The practical takeaway: asset sharing is granular and revocable in principle — but only Admins on the sharing side control the granularity. If the agency is the one sharing assets down to you, your visibility depends on their settings.

Who can remove whom. Under TikTok's roles table, removing members and removing partners are both Admin-only actions — Standard members can do neither. If you plan to end an agency relationship, you first need an active Admin seat in the Business Center that holds the assets.
Removing members. TikTok documents a simple flow: under the Members tab, select the member, click the trash can, and confirm. "The removed members will no longer have access to the roles, permissions, or assets that were assigned."

That separation is useful: you can strip an agency's access to a specific ad account without removing the partner relationship entirely, or end the media agency partnership while cleaning up asset-level sharing afterward.
Reclaiming assets — a working order:
- Confirm you hold an Admin role in the relevant Business Center (or that the ad account has been transferred into one you control).
- Inventory everything shared with the partner: ad accounts, pixels, catalogs, audiences, TikTok accounts, leads.
- Reassign or remove Finance Manager and Finance Analyst roles held by agency staff.
- Remove the partner's access at the ad account level, then remove the partner.
- Re-check two-step verification settings and the remaining member list.
A necessary caveat. TikTok's public articles document these procedures individually but do not fully specify the post-removal state of every shared asset — for example, what happens to historical data access or audiences previously shared across advertisers. Do not assume removing a partner cleanly reverses everything. Verify each asset inside Business Center after removal, and escalate anything ambiguous to TikTok support before you cut access.
What to verify before onboarding
Before your campaigns go live inside an agency's Business Center, verify the following — each item maps to a documented TikTok behavior:
- Which Business Center holds the ad account. Only Admins of that Business Center can create, transfer, and assign ad accounts. If it is the agency's Business Center, agree in writing how a transfer to your own Business Center would be handled at offboarding.
- Your seat and role. Ask for an Admin role, not Standard. Standard members can only work on the accounts and assets assigned to them and cannot add members, manage partners, or control sharing.
- Finance visibility. Confirm someone on your side holds at least Finance Analyst (view and download transactions and invoices), and understand that only Finance Managers can manage balances, billing groups, and invoice payment. Remember these roles are layered on top of Admin access.
- How the agency is being added. Partner by Business Center account ID links both organizations; partner by ad account ID starts from a single account. Know which one you are approving, and whether you are confirming a media agency partnership at the Business Center level — the label displays next to the partner's name once approved.
- Primary media agency designation. Assigning Admin or Operator ad account access to an agency partner prompts a Yes/No confirmation that they are the primary media agency; it defaults to Yes when a Business Center-level partnership exists. Answer deliberately.
- Asset inventory. List which pixels, catalogs, audiences, TikTok accounts, and leads will be shared, and who can share them — per the roles table, sharing with partners is Admin-only.
- Security baseline. TikTok's own FAQ recommends turning on two-step verification for all members, and only Admins can toggle it. Confirm it is enforced.
- Exit path. TikTok documents how to remove a partner's ad account access, remove partner-shared ad accounts, and end media agency partnerships. Walk through those steps with the agency now, not during a dispute.
None of this guarantees a clean separation — TikTok does not document outcomes for every asset and edge case — but it converts the documented levers into a checklist you control.
